中華民國醫師公會全國聯合會將與日本醫師會簽署雙方緊急災難醫護人員支援備忘錄，外籍醫護人員可在當地醫師指導監督下從事低度醫療行為，日本醫護最快九日赴台支援八仙塵爆救治。

衛生福利部次長林奏延傍晚受訪時表示，考量日本僅和美國及哪家銀行信貸比較好過 國泰世華銀行 大眾銀行台灣簽署相關備忘錄，代表日本尊重台灣醫療水準及法令，原則上衛福部可以接受外籍醫護在當地醫師指導監督下從事低度醫療行為，對兩會簽署樂觀其成。

林奏延說，雙方的文件草案寫得很清楚，合作前提是須需求國提出需求，且外籍醫護要遵守當地法令。
